Jharkhand: Review Meeting on Government Physicians Private Practice Order, Medical Protection Act today

Dhanbad August 20: Jharkhand Health Minister Banna Gupta today convened a crucial review meeting with all stakeholders on the Government Doctors Conditional Private Practice Ordinance and the implementation of the Medical Protection Act (MPA) in the state.

The meeting will be held today at Nepal House in Ranchi at 4 p.m. The representative of Jharkhand Health Service Association (the frontline organization of government physicians), Indian Medical Association (IMA), Additional Chief Secretary (ACS) of Health, Director of National Health Mission (NHM) and Director Rajendra Institute of Medical Science (RIMS) Ranchi were invited to the review meeting.

In accordance with the agenda of the Minister of Health, five agendas have been set for consideration at this meeting. The minister will review the cabinet decree of July 15, 2016, which authorizes conditional authorization for government doctors to practice as a private practice.

Although the order was suspended after a protest in 2016 by then Chief Health Secretary K Vidyasagar on August 3, 2022, the health department again issued the order asking doctors to s undertake to practice in private practice under conditions.

The IMA and JHSA strongly protested the order and demanded immediate intervention from Chief Minister Hemant Soren on the matter.

Officials said the Minister of Health will also look at different sections of the controversial Clinical Establishment Act (CEA) and how to make it practical while taking care of all sections. Discussions would also take place on the implementation of the Medical Protection Act, which is the longstanding request of the IMA and the JHSA.

Apart from this, the Minister of Health would also revise different sections of the PCPNDT law to make it effective. The dispute over the EPF levy for RIMS Ranchi employees is also on the agenda of the meeting to find a solution.

The IMA and JHSA, which have long called for immediate implementation of the Medical Protection Act and protest the government’s conditional private practice, announced the names of their five-member delegation for the meeting.

IMA State President, Dr. AK Singh, Vice President, Dr. Bimlesh Kumar Singh, Secretary, Dr. Pradip Kumar Singh, Ranchi IMA Chapter President, Dr. Shambhu Prasad, and the state chairman of the IMA hospital board, Dr. RS Das, are members of the delegation.

JHSA Secretary Dr. Bimlesh Kumar Singh would be the sole representative of his organization at the meeting.
